Entry into service requires an agreement from the regulator.

This aircraft being delivered in early December but still sitting in XFW strongly suggests the customer (whether the airline or a lessor) had to take delivery, but the operator is still banned from flying it by the HK regulator.

The banning doesn't explain why MSN 7517, the other A320neo, flew home on December 16.

The banning doesn't explain why MSN 7517, the other A320neo, flew home on December 16. We discussed the case when the aircraft was delivered. An exception was made for that aircraft, but there is no way we can understand an arcane decision from a Chinese regulator.

We discussed the case when the aircraft was delivered. An exception was made for that aircraft, but there is no way we can understand an arcane decision from a Chinese regulator. Another exception is being made, this time for an A321: Strange! HK Express keeps adding aircraft to its fleet while A320neo MSN 7598 remains stuck in XFW.
