Well, North American carriers with a fleet of aging 767s are the 797 prime target. Whether the programme is launched or not will depend on interest from buyers in the rest of the world, especially Asia (though Japanese airlines should order the aircraft).

If this is coming not before 2025 Boeing has decided it will just watch Airbus selling tons of A321neos?

This aircraft is coming as soon as possible (= when a new engine is available), probably later than 2025 (airlines expect it in 2026/2027).
As I wrote in this forum many months ago, the 7X7 is a 767 successor, and probably a 788 successor as well. It has nothing to do with narrowbody sales (except extremely marginally). Any claim to the contrary is pure marketing speech. Airlines are not going to substitute a widebody for a narrowbody. As narrowbody range is increasing, they had rather do just the contrary.
As regards narrowbodies, Boeing already has made the only move that could be made : introduce the MAX 10. It is a good defensive move, that will keep most 737 customers loyal. Of course, Boeing does not expect to stem the flow of A321 sales, just to contain it and mitigate the consequences.
