If MSN7428 and 7501 were never finished, than the low numbers for A321neo are:
MSN7530, has had test flights, for China Southern MSN7544, 7548, 7610 and 7920 for China Southern MSN7567 and 7634 for Air Astana MNS7877 testframe for new door configuration MSN7895 for Sichuan MSN7934 for Aeroflot, I do not know if that has been build MSN7939 and 7945 for Interjet MSN7941 for Volaris MSN7942 Virgin America
I still believe engine availability plays a role

A lot of A320neo family aircraft have been once in a while spotted with engines, that does say squat about them having the engines they are going to delivered with. A frame like MSN7530 or 7567 is or has been stored, whatever the engine status was once upon a time this year. MSN7530 was first flown on MAY the 3rd 2017, MSN7567 has been first flown on May the fifth 2017, if they have not been stored what was done with them all that time? MSN7877 seems also to be standing around without engines, there is an engine less picture from October the 25th.

whatever the engine status was once upon a time this year Apparently China Southern, and as well as Sichuan, are waiting for CAAC approval/certification. Hence their situation is not about engine availability. MSN7877 seems also to be standing around without engines, there is an engine less picture from October the 25th. It's getting test equipment installed and is being towed across several hangars. Airbus installs engines at the very end of the assembly process.

Perhaps we may have one more delivery this year. MSN 7941 (Volaris) had multiple test flights, perhaps it will be handed over in the coming days?
We also haven't figured out why MSN 7942 (Virgin America) has not been delivered yet, i.e. why was it overtaken by MSN 7999?
