Hmm ... An 'open water sanctuary' ! Does that mean freedom or prison ? It means much more space than in any on land installation, a possibility to get used to a more "open" environment. Those wales have not been hunting for quite a while and would likely die, if just put out into the open ocean.

Some information about the open sanctuary here. It is a netted off sea inlet in Iceland. About 32,000 m 2, or if you want to visualise, 320m x 100m or 4-5 football pitches.
