More of a legal certification weight issue not something technical? Just one way of reducing airport and airspace charges, which are based on the certified MTOW.

BelugaXL currently doing Circuits for Crosswind testing at BES - fr24.com/AIB58XL/1e8001dfLast 4 hour METAR at BES - 50 knot gusts at times, yikes! Given the particular shape of the new Beluga, I would expect crosswind testing to be particularly thorough !
