Ridiculous considering current debates on climate change and minimising fuel usage. Rules must be consistent with accepted strategic aims otherwise they exist only to be broken.

Could it be to with them being leased and having to go to Doha first for the lease back clause to kick in ? The exact reason is unclear, but you're probably right, some legal or financial requirement is likely the underlying reason. QR seems to have been forced to accept delivery prematurely. As an exemple, I could imagine a financial framework involving a special purpose vehicle the shares of which were being sold to investors intending to use their stake to offset part of their own 2019 taxable income. Such a framework would require the aircraft sale to be closed in 2019.
