Thye crew must have been aware of the conditions. Why didn't they go around and divert like others did right before them ? Because it's great fun to land at high speed with only 3000 ft of runway left. Or maybe there were complete morons.
Maybe someday you will get an answer. I would also put some blame on Air Traffic Control for not sending them round and doing the runway change earlier !

Controllers confirmed the missing wheel before the aircraft landed without further incident. None of the 125 occupants was injured, says the safety board.
In that situation the Controllers have to get it right!

MD-82 almost stalled at low level after go-around thrust overlooked By David Kaminski-Morrow31 May 2020 www.flightglobal.com/safety/md-82-almost-stalled-at-low-level-after-go-around-thrust-overlooked/138610.articleI spotted this: Bulgarian investigators have revealed that a Boeing MD-82 almost stalled while nose-high at low level, after the crew did not engage go-around thrust during a missed approach at Tarbes-Lourdes airport.
The Bulgarian Air Charter aircraft descended to about 40ft while still nearly 500m from the runway, flying close to the ground for over 800m before a go-around decision and nearly 1.7km before the engines powered up.
Such was the alarming attitude of the MD-82 that Tarbes air traffic controllers notified French investigators that they had watched the aircraft as it “flew over the entire runway” at abnormally high pitch and low speed, unable to climb, with its tail just 20m (65ft) from the ground.
Nothing was said about how the Captain was dealt with but...!! I wouldn't want to see him maintain his wings.
