What I knew is VTC still pending approval, will let you know when it's done..(Mid-July or end of July). So EIS in 29 July is not possible.

Even for Airbus, A330 was delivered to China Southern, then China Eastern, before they deliver to Air China.
There isn't such a rule like you described.

And as far as I remember first A319 for China Eastern and A320 & 321 for Sichuan. Edit: and to add the A300 and A340; first also for China Eastern. The First A310 was delivered to CAAC - Civil Aviation Administration of China and operated by China Northwest. So, not a single Airbus type was "priviliged" for Air China to operate first.

The frames for Sichuan ( 52,55 and 60 ) and HNA (98 and 112 ) were NTUs for other airlines supplied by lessors. Maybe CA are insisting on taking first delivery as that was the original plan when they ordered A350s.
