According to Airbus' initial plans, some rework was expected on early frames to introduce improvements decided during the flight tests programme. No rework however was to be performed on A350s with a frame number > MSN 20.
The shortage of some parts (mainly, but not only, interior equipments), now delays aircraft completion. Frames roll-out unfinished, they are completed whenever possible. Airbus calls this 'outstanding work'.
Outstanding work seems to be decreasing, but the amount of work should vary a lot depending on which parts were missing.

In addition:
It seems to differ per customer. The Finnair A350s are spending much more time on outstanding work than TAM, for example.

Or the Finnair frames are just waiting for toilets or seats and little work is done.
