What do you mean fly over Paris strictly prohibited?......... If you look at an OACI map of Paris you will see a weird polygon (with a red border and some thinner dash red line on the inner border) around the city itself. If you are out: you are safe, if you are in: well, prepare for a visit once you land. en.wikipedia.org/wiki/Prohibited_airspace#France
