philidor I found the answer. HK Express is banned from expanding its fleet, so it adds new aircraft by retiring older aircraft.

I think the company could not implement all its scheduled flights in a peak of traffic, and passagers were stranded in several cities.

HK Express cancelled 18 flights. They rebooked or refunded all 2070 affected passengers.
