Could it gravity extend and lock by itself? That's what I'm thinking, when the aircraft was lying on the ground after the incident, the gear would have been up/partially up/collapsed otherwise the left engine would not be resting on the ground. Then as the aircraft was lifted, gravity would have caused it to drop making it look like the gear is down (afterall, landing gears are can be lowered by gravity in case the hydraulics fail). Not sure given the state of the aircraft whether it'll lock (and I have no idea from the pic if it is indeed locked)
