could they use it for ramping up the A321NX production that is having so many issues in Hamburg??

They already do. The 4th line is located inside some A380 hangar space.

If the A321NX production has issues, it is in the pre FAL production, that is also located at XFW.
The problems with the FAL #4 was/is the positioning system off the moving carriers. That impacts not the A321NX only, but all frames produced on that line. The rate for the FAL has been going up, so it seems that the problems are being rectified.
The infrastructure build for the A380 is already partly used for A320 family production, FAL #4 and flight line hangars build for dual use. The A380 paint hangars are used to paint A350 and A330.
