If you carefully read "the Handover" document you may find that Hong Kong became the Special Administrative Region of the People's Republic of China.
Besides this fact Hong Kong government is lacked сapacity to enter into relations with other sovereign states - the one of the general principles of the State sovereignty, and has never had a military force of its own.

China or not, at least airlines in Hong Kong doesn't have all the issues with CAAC approvals
