I, for one, don't see it as a deliberate "stalling" of the merger at the risk of being seen as playing hard politics. But more like following a standard process timeline with no benefit of exceptions or expedited reviews owing to the lack of cooperation from Boeing. The WTO/tariff dispute may have an influence on this, but I don't think to the extent that they delay the process more than normal. In other words, they don't see an obligation in speeding up the process rather than slowing it down.
