It would be too costly to send CBP personnel and equipment for clearance to the maintenance area upon arrival. I remember during all the refurbishments of our 319/320s from SAL, my coworkers and I would meet them pretty much every other week. Even though Canada has pre-clearance, it is standard policy for a ferry flight for them to clear customs upon arrival in the US, even if it was a simple 40-minute flight from YYZ! I've met several of them in DTW.
