"Both Boeing and Airbus have the product, or the capability, or the aircraft to fulfil the mission," he says. "The business case is nearly there but we've got a couple of gaps to fill."

Of course, after the 'best and final' offers have been submitted, the customer is trying to 'improve' them by direct negotiation. I don't think, however, that configuration problems are at the top of the list of QF concerns. I would guess that, apart from price, the required number of pilots and crew pay rates are central issues, and it's not for aircraft manufacturers to address them.
