So initial flight test would start in the winter? In Seattle with low clouds and rain? Would they plan like this? I'd opt for any spring first flight. Or move to Edwards or Palmdale if fall is needed.
I would expect the initial first flight as soon as possible, that means the moment workable engines hang under the wings of the first flight test frame. Where the next flights will be are anybody guess, but perhaps not in bad weather in Seattle.

Because there is a bit too much uncertainty, I'll allow one single lifeline to change bet but it must be done on or before the 30th of June 2020. You will forfeit that lifeline if you haven't made an initial bet by the 31st of December 2019.
