Serial is 19-46068 (ex 15-46068 with 56068 still on tail).

Serial is 19-46068 (ex 15-46068 with 56068 still on tail). Still has "56068" on tail today. I kinda suspect it'll be delivered with this. Was the serial change the other way around? (i.e. from 19 to 15)

(i.e. from 19 to 15) AFAIK the year designator code number is normally assigned as the financial year of the budget that the purchase of the frame was included in ? I did not know they could change it ? But if they do I would think moving it forward 15 to 19 is more likely than backwards as in 19 to 15 ?

I've heard theories where there were some frames that were originally designated for FY 15 had issues thus getting delayed for delivery to USAF, so Boeing might have shuffled the frames around to have some of the later 19 frames to backfill the void for 15. But nothing concrete as of yet.
