Well, Baroque asked "Is that for the whole aircraft or just the engine?". P&W and its associates in IAE intend to reduce the fuel consumption of the PW1100G engine in 2019 by an additional 3%, cutting fuel consumption by 18% over current generation engines (vs 15% with GTF engines delivered in 2015/2018). I would say that the "whole" aircraft will enjoy the lower fuel burn, even if this is achieved through improvements to the engine only. It is worth pointing out that the improvements are in aerodynamic efficiency, not engine efficiency. The consequence is that they are not retrofittable to older engines of the same type. Disclosing this now strongly suggests that all 2015-2018 NEO slots have been sold ...

Thinking about neo, the first MSN is 6101 and apparently due for the FAL somewhere in March... I guess it should roll out somewhere in April, but the engines aren't due for certification in Q3 of this year.... Will we see this airframe sit engineless at TLS for months? or will P&W ship a set of engines already so that Airbus can start flying as soon as engine certification is in?

Boeing installed engines on the 787-9 before they were certified. I believe an experimental aircraft can fly without certification.

Pratt & Whitney, CFM Dispute Heat Claims Ahead of A320neo First Flight PW1100G - The PurePower PW1100G-JM will enter service meeting its fuel-efficiency target - certification testing is well under way and flight-test engines for the A320neo are being built (FF around 3rd quarter) LEAP-1A - CFM executive vice president Chaker Chahrour predicted the Leap-1A will reveal a 1-percent fuel-burn advantage over its rival upon the A320neo’s entry into service - It should add another 1 percent, thanks to the lower deterioration rate integrated between shop visits - Leap engine will offer an extra 1-percent advantage on longer-range missions, such as those served by the A321neo

All this are "words only" and very early in development. It will be seen much much later - my perception is: "they are about the same". I do not believe that someone knows with the accuracy 1% what will be in 2019

Oh, man. We have wait for 6 months. Oh well! Actually the plan has always been to fly in Q4 of this yeas, September is officially Q3 and I'm looking forward to this summer with roll out and groud tests! Together with A350 certification and EIS this will be an exciting year for Airbus!
