Are these existing aircraft or new builds? Deliveries from early 2019 means somebody else must have ordered them before?

Are these existing aircraft or new builds? Deliveries from early 2019 means somebody else must have ordered them before? There are five brand new SSJ's just across the border, a little over 100 miles away, that nobody seems to be interested in
