On this pic with the chase plane it's clear the main gear is down and the wing and nose gear are up. Could there have been an issue?

On this pic with the chase plane it's clear the main gear is down and the wing and nose gear are up. Could there have been an issue? The wing landing gears and body landing gears are operated by different hydraulic systems. Therefore it is possible to operate them seperately.
