The Southwest Airlines Pilots Association (SWAPA) does not expect that the Boeing 737 Max aircraft will return to service with the carrier before February 2020. Wasn't that already the plan ? He is talking of the date of actual return to service, not the date of the directive allowing the flights.

given the schedule is out until Feb, you still hold your opinion the directive will be lift this year ? If the ban is lifted this year, then a return to service in February may be the earliest possible date. So, yes, I don't see anything new there.
