I think they can restart production soon, if it is at a low rate. If so, why did they stop production in the first place, instead of reducing the pace ? Could it be that supplier contracts made discontinuing production a better financial choice?

They knew the approval was coming, and anyhow when it did come, the production halt had not been implemented. The reason may be uncertainty about the date of approval of a return to flight, making a stop the safer choice.

I would say this is one of major contributing factor but not the only reason.
