They’ve been handed over already. Have they ? I read upthread that Boeing is being contracted by USAF to modify them, not that they have been handed over yet. From jkkw's August 5th 2017 post upthread : "The Air Force awarded a Boeing contract modification Aug. 4, 2017, to purchase two commercial 747-8 aircraft for future modification to replace the two aging VC-25A Boeing 747-200 presidential support aircraft. This contract modification follows a set of awards in 2016 for risk reduction activities. The Air Force has already requested Boeing to provide proposals to design, modify, test and field two Presidential mission-ready aircraft. These efforts will be awarded via future contract modifications. The program expects to begin aircraft modifications in 2019 and reach initial operational capability in 2024". It will take years to complete the required modifications ! Until then, I don't think the aircraft can be handed over.

Both were delivered handed over 31 October 2017.

Both were delivered handed over 31 October 2017. OK, if you want to say so. This argument is all about about semantics. We usually make a distinction between 'delivery' (the transfer of aircraft title or property) and 'handover' or 'flyaway' (when the buyer takes control of the aircraft and moves her away). In this case, the aircraft have been retained by USAF, and are possibly 'delivered' (if USAF acquired title, which I don't know), but they did not 'fly away' (which usually denotes 'handover'), as Boeing is going to work on them for years. What does 'hand over' mean in this case then ? At most, that these are now military aircraft checked by military personnel, as information about ongoing works is now restricted. This is a whole new definition. Personnally, I'll consider them 'handed over' when they live Boeing premises for an Air Force base.

Whatever, two words, two hundred definitions. Fact is, Boeing is no longer the owner, USAF is. The reason they are still hanging around Seattle is that Boeing has the contract to make them "presidential".

Unless there is a new order beforehand, the unfulfilled orderbook for the 747-8 will be zero at year end as 1495 has been delivered. There are still freighters in the orderbook.
