Whatever, two words, two hundred definitions. Fact is, Boeing is no longer the owner, USAF is. The reason they are still hanging around Seattle is that Boeing has the contract to make them "presidential". Though I have no clear-cut evidence, I doubt USAF already is the owner of the frames. Usually, in military (as well as civilian) procurement, transfer of title does not happen before acceptance by the customer. In this case, USAF is not buying any frame 'as is', not even in a fully defined future state. Let me post again the explanations in jkkw's upthread post: "The Air Force has already requested Boeing to provide proposals to design, modify, test and field two Presidential mission-ready aircraft. These efforts will be awarded via future contract modifications. The program expects to begin aircraft modifications in 2019 and reach initial operational capability in 2024". I do not believe USAF would have bought these civilian frames in their present condition. Furthermore, to the best of my knowledge, Congress has not allocated any funds for this purchase yet (that's why work is not beginning before 2019). So, at best, USAF has some contractual rights to the aircraft, nothing more - even less than an airline with a purchase contract, which is not the owner of an aircraft being built, but at least has specs fully defined. The best you can say is that USAF has retained the planes, the existing contract being like a sort of deposit.

Some 748, owned by Boeing Finance, are yet considered by Boeing as delivered - this is a flexible phrase. It is no surprise that different definitions of delivery can be used in civilian and military deals. As I said upthread, the aircraft may be 'delivered', but 'handed over' is a different issue.
