What I gave was only the airframe price not including the outfitting price Nevertheless the prices may not be comparable. If they are, it suggests a very poor procurement process from the Mexican government ...

In those cases I am 10000000% sure we will never know the real deal. How ever we can assume that the plane will make few hours, i.e. the consumption is not so important i.e. the plane would be considerably cheaper than later production and that both parties are probably happy, and I would believe it is a good deal even for the buyer - OK not speaking about some "side" payments to "un-revealed directions" which occur in those deals.

As I read in A.net, it wasn't a good price, $120 million. As comparison the remaining early one, Boeing trying to sell them for around $100 million and this is for airlines version not VIP with no outfit. If this is true I don't consider it a good price. $127 million for the airframe and another $350 million for refurbishments post delivery.

An excellent in-depth analysis by flightglobal there. Goes to show how the numbers can vary greatly between different operators due to configurations and cost criteria, but in a nutshell, the 787 is not quite there yet when it comes to advertised fuel efficiency and reliability. The reliability is of particular concern I think, given how it is taking longer than the 777 to reach the target. 98.5% is still a long ways off the 99.5% of the 77W. It means that you are still 3 times more likely to face delays on a 787 than a 77W. Nevertheless, airlines are happy with it since it is still a big money saver compared to the aircraft it is replacing.
