Per WSJ: Took some time to get those designers up to speed and many bundles had to be re-done. If they had sticked to the KC-45 it would have been operational by now

No the US want to have mostly US produced military technology. That they would take the A330 - forget it. The taxpayer support of both airframers is well documented..... - and that is it. The 767 is inferior to A330 - there is no doubt about it, but ?!?! Both will do the job better and cheaper than oooooold KC135 even with CFM56 engines. But it will give Boeing few years of production of well proven technology with all the tooling already long time ago paid off - and that is called TAXpayer support - isn't it ?
