Perhaps they are preparing for an even higher rate. ... Or it's all about the different timelines for a supplier rate change and a FAL rate change. Suppliers should be ahead of the FAL !

As the article is about the groundbreaking of new factory buildings the time horizon might be a little bit farther than just 4 years. It might be wise to have some extra capacity left for further growth, so you don't have to go through all the preparation related to constructing new buildings in 5 years or so. Also during normal operation of a production line it might be good to have still some "reserve" and not always "run at full throttle" in order to compensate flaws in the production process, like e.g. problems with machines which have to be maintained or repaired, changes in production procedures, bad weather causing disruptions in inflow and outflow of parts, a wave of flu, strikes etc. Besides lead times for the buildings there is also time needed for recruiting, training, certification of the people.
