A years supply of Chengdu frames stored. That is quite a big part of the A320 fleet. 28 active and 8 stored. Sichuan Airlines is the owner of Chengdu, do they not need some extra frames?

Sichuan Airlines used to be the parent company of Chengdu Airlines, but not anymore. Chengdu Airlines is now under ... well based on their recent order history you should be able to guess it ... COMAC, aka the company that works on C919 and CR929 and ARJ21. Chengdu Airlines of course need extra frames, but it was rumored they are under a CAAC special quota which restricts them to take only 2-4 A320 series yearly. Don't wanna make a wild guess here but its probably related to COMAC trying to make them take as much as ARJ21 as they can, thus limiting their abilities to take A320 to make it happen. The latter part is a guess on my part, but honestly no one really knows what happens behind the scenes.

Who owns them, Chengdu, a leasing firm, the government aircraft order service? Why not use them in China?

From my understanding, Chengdu Airlines itself owns them. But due to the CAAC quota imposed on them like I mentioned before, they were not able to fly the aircrafts home and put into service, so they had to store them at separate FALs. Basically it's the government restriction that's not allowing them to take deliveries.
