A go around if the runway is blocked by an aircraft after a RTO should be never dangerous and safely catched by SOPs, or not?

This is probably why the A330 acquisition was capped at 45 firm instead of the rumoured 70+? Boeing now gets their special order in return for a similar facility as to what Airbus gave China.

I do not believe this is the case. China is buying 737s in spades for ages. This is similar give away to the A320 Tian facility.
I do believe the rest of the order will appear in due time.
