A rather confused article. My take is that Boeing reaps the result of cutting inspections and the related personal to cut cost.
Now the FAA repeatedly does not accept Boeing's proposed inspection regimes.

Deliveries further delayed.

If B787 has so many production issues and can't be delivered, why there are so many of them still airworthy and flying everyday? Are these "serious" production issues but not serious enough for existing frames to continue flying?

Or are these isolated CHS production issue, and didn't happen in PAE? Or new supply chain problems that didn't happen before?

They are not safety issues afaik, ie the aircrafts probably aren't at risk of crashing or anything but it will age prematurely and parts will wear in areas they shouldn’t. As for exactly what this issue is, this new Seattle Times articles have a pretty good explanation. And no, its not solely a CHS issue.

News: In his first interview since becoming CEO of Boeing Commercial Airplanes, Stan Deal told The Seattle Times that development of a High Gross Weight (HGW) version of the 787-10 is underway.
“[Deal] also revealed that Boeing is currently designing a new ‘high gross weight’ version of the largest Dreamliner, the 787-10, bumping up its payload and range to make it more competitive against the Airbus A350-900.”
But LNA learned exclusively that Boeing also is developing an HGW version of the 787-9.
