TAC = Technical Acceptance Customer. Is it the moment when an aircraft goes from flight line to delivery center for CAF?

TAC = Technical Acceptance Customer. Is it the moment when an aircraft goes from flight line to delivery center for CAF? No, it's the moment when the customer finds that the aircraft meets all agreed specs and is ready to be delivered. Then the customer decides on the actual delivery date.
