I have read that ORD cannot handle regularly scheduled A380 service, because the taxiways are too narrow. With that said however, I understand that ORD is investing heavily in reconfiguring their runways to reduce delays and potential runway collisions. By means of that (and knowing how Chicago politics seem to run these days), I wouldn't be surprised if ORD forks over some cash for an A380 capable gate or two.

ORD is reconfiguring to six paralell runways (09-27), but that will take quit a few years more before it's done. You can already see the general idea on Google or Bing maps

Not being certified can also mean, that the paper work to certify has not been done, and will be done in a hurry once an airline wants to fly the A380 there.

Brazilian media report Rio de Janeiro will be certified on December 1 for the A380 and 747-8. It's the first Brazilian airport to be so, with Sao Paolo lagging behind. Both airports had hoped to be ready for the World Cup last Summer, but runways weren't wide enough, especially the shoulders.
