So long as Boeing feels automatically entitled to the 179 or so units the USAF is expected to order eventually, they don't see any urgency in meeting the USAF's contractual requirement for this first batch of 18 while they put more focus on their commercial projects at this moment.
It's the mindset that 18 is a very small quantity in the grand scheme of things and any penalties they face right now will be more than made up for by the profits from the overall procurement cycle for the 179 units.
USAF probably ought to reopen a (genuine) bid again for the next batch of tankers if Boeing's lethargic effort is a sign of things to come. Perhaps Airbus can propose a better neo-based A330MRTT that round.

I totally agree that Boeing is feeling that the are always entitled for tanker program from USAF .....

Given that the USAF selected the oldest possible engine for they new tanker (Boeing did offer a reengined variant), I doubt a new engine would be of any interest to them ...
