My thoughts exactly. It'll probably help to determine how much more drag the aircraft has and hence fuel consumption as well as whether the missing winglet impacts on handling. I thought this would have been done early on in the certification process. Since this isn't required for certification and is more related to providing customer support, it would be easier to do it now, rather than at the peak of flight test.

I thought this would have been done early on in the certification process. I don't think so. Only now Airbus is fully understanding fuel consumption, earlier tests would not not be understood completely...

IIRC, Airbus did A320 flight tests with just one Sharklet before the certification was achieved. I assumed that it was necessary to demonstrate it being able to handle such configurations in case of damage.

Airlines are allowed (providing they are certified) to add Winglets / Sharklets to their aircraft. They are also allowed to remove them again. In other words, nothing to do with the certification of the aircraft itself.
