Just a guess, firstly, wingtip clearance is lower making it easier to damage by either ground vehicles or roll movements during take off and landing. Secondly, i believe the larger the winglet, the lower the aircraft's crosswind limit as they act as small vertical stabilisers. Jkkw your guess came true
