The A35X fleet for VS is to replace the 7 A346 (based in LHR) and (the beach fleet of) 8 B744 mainly operating out of LGW and MAN. Due to the average age of the aircraft, the priority was to replace B744s first.
The B744s has 455 seats (14/66/375), so it was expected to have less premium configuration similar to that with over or around 400 seats on A35X fleet.
But the priority has changed now, at least the first 5 A35X will be based in LHR to replace the A346 first. Hence we've seen such a premium product listed above, very similar to A346s (45/38/225). And they will have VS' new Upper Class seats as well.
Clearly, 12 A35X is not enough to replace those 15 aircraft, that's why I believe VS will take both A35X prototype MSN65 and MSN71 - they always buy two prototype frames from Airbus.
